You can create your own covers using a design programme such as Paint Shop Pro or Gimp (free on web) or Photoshop. (I use Adobe Photoshop Elements which is very good). There are others. You need to use your own or buy images from sites such as:
ALWAYS read the standard license agreement for these images before buying – these three allow photos to be used on ebook covers up to 499,999 copies! There are other companies that charge a fortune – be careful.

Check each photo to ensure the licence allows commercial use and any restrictions.
Kindle allows you to make covers when you upload your new book – this is called Cover Creator (beta). It is okay, better than some DIY attempts. See my Seal of Confession.
You can use a professional designer or someone just starting up. Covers range in cost from £50 to over £200 or more. There are sites which sell photos of models in various costumes and poses. Check
